Captain Tom Bailey, a native of Salem, Oregon, graduated from the United States Naval Academy in 1983. Following Nuclear Power School and the Submarine Officer Basic Course, he completed submarine qualifications while serving as Electrical Assistant, Communications Officer, and Weapons Officer during his initial tour aboard USS TAUTOG (SSN 639).

From 1988 to 1990, Captain Bailey served in Naples, Italy on the staff of COMSUBGRU EIGHT. Graduating from Submarine Officer's Advanced Course in 1990, he reported as Weapons Officer aboard USS OMAHA (SSN 692), completing one Western and two Northern Pacific deployments. In December 1993, Captain Bailey was assigned to the Professional Development Department of the United States Naval Academy as Summer Training Officer and the Course Director for the Submarine Officer Leadership course.

From March 1996 to November 1997, Captain Bailey served as Executive Officer on USS SANTA FE (SSN 763). Following this tour, he served as a Congressional Liaison Officer on the staff of the Assistant Secretary of the Navy (Financial Management and Comptroller). In December 1998, he was selected for the Legislative Fellowship program, and served on the staff of Sen. Thad Cochran (R-Miss) as the Legislative Assistant in charge of Defense Appropriations and Military Affairs.

From December 2000 to May 2003, Captain Bailey served as the fourth Commanding Officer of the USS CHARLOTTE (SSN 766). During his command tour, CHARLOTTE completed one Western Pacific Deployment (including four special missions vital to national security), conducted the operational evaluation and at-sea testing of the Advanced SEAL Delivery System (ASDS) vehicle, and earned the 2002 COMSUBRON ONE Battle "E" award and a Navy Unit Commendation for the WESTPAC Deployment.

From August 2003 to July 2005, Captain Bailey served on the Staff of Commander, Carrier Strike Group ELEVEN, embarked on the USS NIMITZ, as the Assistant Chief of Staff for C5I Systems and Submarine Operations. He deployed to the Western Pacific and the Arabian Gulf in 2003 and 2005, participating in Operations IRAQI FREEDOM and ENDURING FREEDOM. From August 2005 to July 2007, he led the Undersea Warfare Syndicate at Tactical Training Group Pacific (TTGP), where he helped other Strike Group and DESRON Staffs prepare for deployment. From September 2007 to January 2012 he served as the Commanding Officer of the Naval Nuclear Power Training Command in Charleston, SC where he was responsible for the initial training of over 10,000 future nuclear operators. He currently serves as the Commanding Officer, Naval Support Activity Charleston, SC and as the Deputy Commander, Joint Base Charleston.

Captain Bailey's personal awards include the Legion of Merit, Navy Meritorious Service Medal (five awards), the Navy-Marine Corps Commendation Medal (five awards), the Navy-Marine Corps Achievement Medal, and various campaign and unit awards. The award he is the most proud of, however, is the 2002 Battle "E" award won by his crew.
